Apple Inc. (NASDAQ: AAPL) is currently unable to sell its iPhone 16 in Indonesia due to restrictions related to domestic content requirements. Despite a significant investment to establish local production facilities, the tech giant has yet to meet specific manufacturing quotas necessary to penetrate this market.
Indonesia has set a domestic content rule mandating that 35% of components in certain products must be locally sourced. Apple's planned facility, which will focus on producing Airtag tracking devices on Batam Island, does not meet this criterion for iPhones. The production of Airtags is not considered sufficient to count as a contribution towards the local content requirements for the iPhone, as clarified by Agus Gumiwang Kartasasmita, Indonesia's industry minister.
This $1 billion investment in the Airtag production plant indicates Apple's commitment to expanding its presence in Indonesia, but the facility is only scheduled to commence operations next year, which further delays the possibility of iPhone 16 sales in the country. Amidst these developments, recent discussions between Agus Gumiwang Kartasasmita and Apple's Vice President of Global Government Affairs, Nick Ammann, spanned over two days to explore potential solutions and collaborations.

Although Apple has yet to establish manufacturing operations in Indonesia, it has been active in other sectors within the country. Since 2018, the company has launched several application developer academies to nurture local talent in the tech industry. These academies represent Apple's ongoing strategy to build a solid foundation and community within key markets, albeit not directly influencing current domestic content rules related to iPhone manufacturing.
The ongoing negotiations and strategic decisions will determine whether Apple can adjust its plans to meet regulatory requirements and eventually establish a local manufacturing presence that complies with Indonesia's requirements. Until Apple can meet these content rules, the sale of iPhone 16 in Indonesia remains on hold.
